Prior to her appointment as Vice-Chancellor of Thomas Adewumi University, Francisca served as the pioneer Director, Quality Assurance and Head of Computer Science and at Federal University Lokoja, Nigeria. She also served in the 2nd Governing Council of the university between 2018 and 2020 the first female to hold that position. She previously worked as the pioneer Director Research, Innovations and International Relations at Kampala International University, Uganda. Prof. Francisca was also a member of the University Governing Council at Federal University Lokoja -. She was appointed the Executive Coordinator of the Virus Outbreak Data Africa and Asia Network (VODAN Africa& Asia) in March 2020 and currently leads the team implementing machine-actionable Fair Data Points on the observational health data for Africa, Asia and Europe, covering Uganda, Kenya, Ethiopia, Zimbabwe, Nigeria, Liberia, Tunisia, Somalia, Tanzania, Indonesia, China, Kazakhstan and the Netherlands.  She is a Consultant at Tilburg School of Humanities and Digital Sciences of Tilburg University, Netherlands and the International Projects Synergy and Support Lead, for the NUFFIC Regional and Ethiopia Projects for KIU, and Dutch Partners. A project of the Dutch Foreign Affairs Ministry.

Francisca is an inaugural Fellow of the Pan-Africa Scientific Research Council. She obtained a PhD in Computer Science in 2010 and was a 2014 Spring Postdoctoral Fellow at the Department of Electronics and Computer Science, Massachusetts Institute of Technology (MIT), Cambridge, USA under the TOTAL-MIT Empowering the Teachers Initiative. She is a Grace Hopper Faculty Scholar and a fellowship alumna of several International Programs including the Heidelberg Laureate Foundation Germany, United States Department of State Exchange Program (TechWomen), Internet Engineering Task Force, the Women of Color in Computing, Widening Natural Language Processing, Women in Machine Learning, Black in Artificial Intelligence, German Scholars Organization, etc. She is a two-time recipient of the PyCon USA Grant, a recipient of the ACM FAT Fellowship in 2019, 2020, and 2021 and the 2019 Diversity and Inclusion Fellowship of the ICML. In addition, she is a Fellow of the Africa Scientific Institute and the Nigeria Computer Society. She is also a member of several local and international professional and scientific associations including the North American Chapter of the Association for Computational Linguistics: Human Language Technologies, European Alliance for Innovation, British Computer Society, Computer Professionals (Registration Council) of Nigeria, the Global Internet Governance Academic Network, International Association Of Computer Science and Information Technology, the Internet Society, Diplo Internet Governance Community, The Institute for Computer Sciences, Social Informatics and Telecommunications Engineering.

She is an alumna of the prestigious Machine Learning Summer School and has been trained in Machine Learning, Big Data Analytics and Data Science at the Institute of Analytics and Data Science, University of Essex, UK, Universidad Autónoma de Madrid, Madrid, Spain and the University of Oxford.

In addition to developing innovative curriculum for multidisciplinary research, Francisca is bridging the gaps between research and practice in the areas of Theoretical Computer Science, and she has published numerous papers detailing her research experiences in both local and international journals and presented research papers in several international conferences. She is also a reviewer and editorial board member of many international scientific publications.

Outside of daily work, she designs programs to increase the participation of females in the fields of Science, Technology, Engineering and Mathematics (STEM).

Ten (10) Notable Achievements in the last five years:

  1. Achieved the vision of Federal University Lokoja in 9 months (March 16-December 2021).
  2. Improved the Webometrics Ranking for Kampala International University, Uganda - from the 5th in Uganda to the 2nd and from the 3rd best Private University to the best in East Africa. Improved the Ranking of Federal University Lokoja as follows:
    A. 78th in Nigeria to 35th within 4 months,
    B. 2nd in the North Central and;
    C. best among the 12 newly established Federal Universities in 9 months period
  3. Establishment of new initiatives:
    1. The Directorate of Quality Assurance at Federal University Lokoja and midwifed the development of the Quality Assurance Policy for the University.
    2. The Directorate of Research, Innovations and International Relations and the establishment of the Research Structure for Kampala International University, Uganda
    3. The euro-Africa COVID-19 response initiative (VODAN Africa). The in initiative was voted ‘most impactful’ on May 30, 2022, at the Leiden City of Science event beating 4 other European initiatives.
    4. The Kampala International University Data Stewardship Project.
    5. Euro-Africa Data Stewardship Centre in 8 Africa countries and the Leiden University Medical Centre, the Netherlands. Consequently, deploying FAIR observation patient data points in 88 Health Facilities in 8 African Countries.
    6. Three international open-source repositories (the CentOS, Apache and CPAN) at the KIU Library.
    7. The Federal University Lokoja Open Educational Resources.
    8. Special Issue of the Data Intelligence Journal (in press by the MIT Press) with 23 research articles.
  4. Became the first female to be elected to the Governing Council of Federal University Lokoja.
  5. Led the technical development of eLearning project for peace and food security in the Horn of Africa (Somalia, Sudan, South Sudan, and Northern Ethiopia -the Tigray region).
  6. Expanded the Kampala International University’s Institutional Repository through the Digitization of all the students scholarly work between 2001 and 2019.
  7. Facilitated the admission of Kampala International University into the UNESCO International Association of Universities.
  8. Developed the most impactful website in Uganda for Kampala International University.
  9. Increased Kampala International University‘s enrollment of  International Students through Innovative Digital Marketing Campaign strategies
  10. Grants: Carnegie African Diaspora Fellowship, Google COVID-19 Research Grant (USD 100,000), Dutch Development Bank (FMO) Grant of euros 300,000.
